Annual Dues
Section 3.1 of the DCCR reads as follows:
The Association shall annually adopt a budget of common expenses and levy assessments on the Lots allocating such assessments equally to each Lot, subject to the limitations herein. The budget shall include amounts representing assessments that are bad debts, and may but need not include a replacement reserve, which in each case shall constitute part of the general assessments. The Association may also levy (a) special assessments on all Lots for any purpose for which a general assessment may be levied and (b) special assessments, or fines on particular Owners for the purpose of collecting any amounts due the Association or enforcing compliance by such Owners with any provision of this Declaration, the Bylaws or any Rules.
The Board of Directors establishes a budget each December from which the annual dues are determined for the following year. If required, special assessments can be put in place by the Board to cover unbudgeted expenses. Invoices are typically mailed with the notice of Annual Meeting. The Bylaws establish a 14% annual late charge on any payment not made within 10 days of its due date. Currently, this starts on March 1st. The Board sends reminder bills on a quarterly basis if needed.
The Board of Directors is also able to levy fines against individual lots as one method to enforce compliance with the DCCR, Bylaws or Rules established by the Board.

Compliance Review
The Board of Directors also acts as the Architectural Compliance Committee (ACC). The DCCR establishes strict requirements on what can and cannot be placed on a lot. Before a property owner can make any modification to the exterior of their home or lot, they must seek written approval from the ACC.

Lawn Care and Snow
The HPS Association owns approximately 5.2 acres of property within the subdivision. The property must be maintained and mowed regularly and adjacent sidewalks must be cleared of snow per City ordinance.
Stormwater
Our HPS HOA property also includes a storm retention pond. Storm water flows into the pond via two 30” pipes and one 12’ pipe. The pond has only a 12” outflow pipe. If the pond is not maintained, flooding within the development could occur.
